Executive Officer, Finance
Role Purpose
Coimisiún na Meán is seeking an Executive Officer, Finance to support our payroll process and general finance tasks. The postholder will engage with internal and external stakeholders following best practice, to enable efficient financial operations in the organisation. The Executive Officer, Finance will report to the Finance Operations Manager.
About the Team/Division
Finance and Procurement falls within Coimisiún na Meán's Corporate Services Division along with the the areas of of Governance, People and Organisational Development, Commission Secretariat and International Affairs.
The mission of the Corporate Services Division is to ensure that Coimisiún na Meán is an agile, well-run organisation, with motivated and capable staff. The division will ensure that Coimisiún na Meán operates to a high standard of corporate governance, effectively and in accordance with the Code of Practice on the Governance of State Bodies and our governing legislation.

Learning & Development Officer, Executive Officer
Coimisiún na Meán is seeking applications for Learning & Development, Executive Officer. Reporting to the Learning & Development (L&D) Lead and collaborating closely with colleagues across the wider People & OD (POD) function, you will play a key role in delivering an effective and efficient L&D service to employees through the provision of high-quality administrative and operational support.
You will play a key role in assisting our the POD team to successfully deliver on the wide range of goals and objectives contained within its first people Strategy, “Athru,” with particular focus on the strategic areas of Capability, Leadership & Change. Executive Officer, Media Landscape
Executive Officer roles within our client's organisation are key support roles encompassing operational, project management and some staff management responsibilities. These roles will provide administrative and clerical support in the Media Landscape Division, including handling queries, processing applications, negotiating and managing contracts, gathering information and data, and maintaining records. The role encompasses timely communication with stakeholders, working within and across multiple teams, coordinating meetings and ensuring compliance with policies and procedures.
About the Media Landscape Division
The Media Landscape Division is responsible for regulating broadcasters and video-on-demand (VOD) providers and for supporting and developing the Irish media sector. The Division is comprised of five teams that oversee the following:
Preparing and implementing strategies and plans for licensing broadcasters and for maintaining a register of VOD providers;
Monitoring compliance by broadcasters and VOD providers with their obligations under European and Irish law, broadcasting contracts and regulatory codes and rules;
Handling complaints from the public where they believe a broadcaster or VOD provider has not met statutory and/or regulatory standards;
Reviewing public service media provider’s delivery of their objectives and making recommendations on their funding;
Designing and administering funding schemes to support cultural content, journalism, training, digital transformation and community media
Undertaking initiatives relating to sustainability, gender equality and diversity, and sectoral learning and development for the media sector.

Clerical Officer, Policy Research & Strategy Division
Role Purpose
The primary purpose of this role is to provide general administrative support to ensure the smooth and efficient operation of the Policy, Research & Strategy Division. As part of the Division’s Policy teams, you will help organise documentation, support project workflows, and assist with day-to-day operations. This role offers an excellent introduction to the inner workings of policy and strategy, providing the opportunity to develop practical skills and contribute to meaningful work. Candidates are advised that this will include supporting work on sensitive subject matters relating to online safety and illegal online content.
About the Division
The Policy, Research & Strategy Division ensures Comisiún na Meán has a strong understanding of how traditional and online media impact the rights, interests, and welfare of citizens. It works to reflect these interests in the rules that govern broadcasters and online services, and in how those rules a reenforced.
The Division’s Policy teams’ work covers a wide range of online safety issues, including illegal harms, the protection of children and vulnerable adults, safe guarding democracy and fundamental rights, and developing codes and standards for media services.

Executive Officer, Media Literacy & User Education
Role Purpose
As an Executive Officer within the Media Literacy and User Education team, you will be responsible for administering and supporting projects, processes, and initiatives pertaining to our client’s media literacy and user education programme. You will be required to provide operational and administrative support, ensuring timely project execution, stakeholder engagement and collaboration, communications, adherence to good governance practices, and continuous improvement of processes.
About the Team/Division
The Media Literacy and User Education team comprises one of three teams within Coimisiún na Meán’s Communications & User Support Division. One of our key responsibilities is overseeing and managing projects, processes, and initiatives pertaining to Coimisiún na Meán’s media literacy and user education programme. In the recent past, such activities have included the creation, design and launch of the 'Rights, Rules, Reporting' educational resource for secondary school students, lesson plans for teachers on this resource, the creation and publication of the Election Candidate Information Pack to support the integrity of the electoral process, and the continuing support for the Irish media literacy network Media Literacy Ireland and its Be Media Smart Group campaign.

Executive Officer, Policy, Research & Strategy
Role Purpose
The purpose of this role is to support the work of Coimisiún na Meán’s Policy, Research and Strategy division in a range of areas such as:
Developing policy addressing various types of harms and issues across the media landscape, including: the interests of children and vulnerable adults, illegal content, the protection of democracy, fundamental rights, and consumer rights, and online safety and media service codes, rules and guidance;
Developing and reviewing An Coimisiún’s organisational strategy;
Conducting and commissioning reliable, high quality, ethical research to inform our deliberative and policy making processes;
Leading the response to Article 40 of the Digital Services Act ‘vetted researcher data access’, which will involve processing applications for platform data from researchers across the world.
About the Team/Division
The mission of the Policy, Research & Strategy Division is to ensure that Coimisiún na Meán has a deep and evidence-based understanding of how traditional and online media affect the rights, interests, and welfare of individuals, and to ensure these are reflected in the rules that apply to broadcasters and online service providers—and in the way those rules are enforced.
The division brings together regulatory policy, research, and strategic development functions. Its work addresses a broad spectrum of issues across the media landscape, including online safety, illegal harms, the interests of children and vulnerable adults, the protection of democracy and fundamental rights, and the development of codes and regulatory frameworks.
The Research and Strategy team within the division undertakes research to inform all functions of the organisation. It designs and coordinates the processes by which the organisational strategy is developed and implemented and by which strategy implementation is monitored and reported on. The team undertakes research and strategy work in-house, and commissions and oversees third-parties to undertake work, as required.
